In vocational colleges carrying out cultural quality education can not copy the path to launch the implementation of the cultural quality of education in general colleges and universities. It should be closely integrated development of the times and the unique combination features of vocational colleges and teachers. We must be fully aware of their difference from other types of institutions, and we have to have innovative ideas and specific methods. With the higher vocational education’s idea of running a school affected by the "utilitarianism", the cultivating goal of higher vocational education is to attach too much importance to "employment oriented", and it made the phenomenon that higher vocational colleges not "high quality" relatively common, which formed a certain challenge to cultivate comprehensive quality talent.In view of this, we must strengthen the vocational colleges’ cultural quality education in Hunan province, promoting cultural quality education theory and practice of building construction. To improve the cultural quality education colleges, we must first clarify the basic connotation of culture, cultural qualities etc. And then we can reach a consensus on the content of scientific and cultural qualities. To do this,Vocational college in Hunan province of Sports is modeled by empirical analysis, using questionnaires and individual interview method from four aspects of understanding of cultural attitudes toward academic quality training and culture courses opened, students qualities of their own culture, development of cultural quality in Higher Vocational Colleges, and understanding and attitude towards the current situation ofculture and education of the teachers of this school. And I attempt to analyze the reasons from the government level, school level, teacher level, and the student level. Finally, the training countermeasures have been put forward from four aspects. First, the new normal of vocational colleges culture quality course need to be established. The ideas of sports talent education need to be transformed. And the culture course need to be included in the core courses to optimize course structure and content. Second, the cultural quality education need to be run through the overall process of talent training. The education management mode should be innovated and the cultural quality education should be blended into construction of campus culture and practical activity. Thirdly, the structure of coach teams need to be optimized. The quality of coaches should be improved, the cultural quality training of coaches should be regarded, and the cultural quality evaluation of coaches should be enhanced. Fourthly, the cultural education need to be enhanced. The management of cultural quality education is innovated and the effective evaluation system is established.
