The Research Of University Financial Performance Based On Data Envelopment Analysis

By selecting our 31 provinces(municipalities), autonomous regions and municipalities relevant input and output indicators in terms of institutions of higher learning from 2009 to 2012, and use the EMS software to build the super-efficiency model,and use the DEAP.2.1 software to build the C2 R model,then compare the results of the two financial performance of the different regions of lower value species model and analyze the results of the evaluation.From the results we know that there are many problems in university financial performance,such as the school area is too large, too much investment in fixed assets, patents transfer rate is too low, and there is big gap between the East and the Midwest.When it comes to the reasons for these phenomena,we find that having blind expansion of universities, lacking of proper supervision of fixed assets management and related supervision mechanisms, the lack of the awareness of the patents transfer income, and the differences between the eastern and western regions in economic as well as the geography conditions. Knowing the reasons of the above results,we put forward the following recommendations to address,first of all, in college expansion construction, all parties including the College themselves,the governments and the banks should strengthen cooperation to make the scale of the College more reasonable. To solve the problems of the investment in fixed assets, the States should accelerate the construction of the financial system in university fixed assets,universities themselves should change their view in fixed assets management, and improve the regulatory mechanism and incentive mechanisms. To solve the problem of low patent achievements, the state should play a leading role in encouraging the relevant agencies to establish, and improve the topics and results of the project acceptance mechanism, the universities should adhere to the scientific project, and pay attention to the theoretical and practical importance of the project, and improve patent protection awareness of researchers,and improve related incentives.In processing the differences between the East andthe Midwest, the State should strengthen the financial investment in central and western regions, and try the best to balance the high quality university resources,local governments should do a good job in seizing the opportunity such as the western development strategy and the Silk Road economic belt construction,combined with their own advantages of local resources to develop the local economics.
