Compared with the traditional university, the organizational structure of modern university is more complicated, the social function of university is also quietly changing.The Rise of New Public Management, making the management of various publicsector reform as described in the popular language. University is one of importantsocial and public sectors, and development from universities throughout the history, the University because of its special character and academic governance is given a special status. The United States has many of the world-class universities, is the world’s most developed countries, education is one of the world’s first country to achieve higher education.
