Development plan of schools is a kind of strategic plan which focuses on the medium and long-term development of schools. It is also a dynamic generation process aiming to promote the harmonious development of students and the long-term, stable and sustained development of schools and improve the efficiency of school management and the quality of education after a deep analysis of school culture under the condition of systematic analysis of the schools’ background. With the development of the theoretical and practical research of school development plan, it becomes one of the important parts in school work. However, in the process of plan making, there must be a choice of values. The value orientation of development plan influences its choice of values and thus influences the trend of the whole plan.This research analyze the existing development plan of the primary and secondary schools in Shihezi by historical analysis, coding methods and interviewing. The research collects the high-frequency words and get them classified. The six element of values are school management, cultivation of students, teaching staff, education and teaching, campus construction and moral education. It is found that from the eleventh to the twelfth five-year plan, there are great changes in the value orientation of development plan in the primary and secondary schools in Shihezi. They lay more emphasis on the development of teachers than that of hardwires. And they pay more attention to internal quality than external fame. The reasons are as follows. The first is the implementation of the national strategy of western development. The second one is the implementation of the outline of medium and long-term educational reform and development(2010-2020). And the third one is the appeal of more educational investment under the development of local economy and social public opinions over time. At present, the value orientation of the development plan is the construction of the contingent of teachers, cultivation of students, education and teaching on the whole in the primary and secondary schools in Shihezi. In the aspect of teaching staff, it pays attention to the development of the teacher in charge, training excellent teachers, improve teachers’ education and inheritance of teaching experience; In the aspect of cultivation of students, it pays attention to the cultivation of students’ ability; In the aspect of education and teaching, it pays attention to the improvement of teaching quality and scientific research level and the development of school-based curriculums; In the aspect of campus construction, it advocate to build a conservation-minded campus. But there are little literature that mentions teacher’s ethics construction and teachers’ incentive mechanism in current planning. The emphasis of teachers’ scientific research leads to more workload of teachers. This contradicts with the bearing abilities of teachers at some extent and it remains to be solved in the future. As time passes by, the development of schools in Shihezi faces new problems. This research analyze the reform of college entrance examination and the uneven distribution of students. At present, in the final years of the twelfth five-year plan, this research provides some suggestions on making school development plan in the last period. Firstly, to implement quality education and add the specific measures of the evaluation of overall quality to the plan. Secondly, to establish the awareness of the operations among school and add its specific measures to the plan. Thirdly, to strengthen the construction of teachers’ ethics and build its evaluation mechanism. And the last one is to keep the teachers’ working enthusiasm an establish teachers’ incentive mechanism.This research helps to enrich the theory of evaluation orientation of school development plan and helps to know the change of development plan and its underlying reasons in primary and secondary schools in Shihezi. It concludes the present value orientation of development plan and the new problems that schools face. It also provides relevant suggestions on making new plans, which facilitate a more effective development plan, an increase in schools’ ability of self-management and the benign development of schools. |
