Research On The Strategy In Terms Of Dealing With Aging Population In Liwan District, Guangzhou

The aging of the population becomes the great realistic problem faced by human society in 21 st century. Nowadays, the globally aging of the whole population increases faster and faster, which leads to significant impact on the development of the economy and the society of our world. Because of the huge population and the weak economic basis, our country faces the problem of aging population more profoundly and severely than any other countries. Liwan District in Guangzhou City is one of the six old city centers. The sixth national census data of 2010 and the data of the Civil Affairs Bureau of Liwan District of 2010 show that Liwan District, an area of 59.1 square kilometers and 712.2 thousand household registered population, has 0.15 million people over the age of 60. Such data shows that Liwan District is a typical old city center of high population density and deep aging. To cope with the challenge of the aging population, Liwan District has been constantly improved the old-age security system and carried out numerous effective measures to develop the elderly cause. However, the development of such cause is still in the primary stage and faces influence of unfavorable factors constraining its growth, which can not fulfill the growing demand for pension. With the irreversible trend of aging population, to do research on how to integrate the power of the public administration, the market and the society by our government throughout the development of the elderly cause and how to enact various measures efficiently and effectively to ensure the full development of the elderly cause, becomes an important task in the field of public administration. It also has the realistic meanings for Liwan District.This paper contains 5 chapters.The first chapter is introduction. This chapter illustrates the background, the research theory value and practical significance for studying the aging problems, reviews and sums up the related literatures, then indicates the research methods, the research content and the probable innovation. The second chapter is the current situation of aging population in Liwan District. Using comparative research, investigation and analysis methods, case studies and literature to study the aging population of Liwan District, and to analyse the aging reasons from the history, economic and social aspects. The third chapter deals with the unfavorable factors for the development of the elderly cause in Liwan District. The policy factors such as insufficient governmental attention, the lack of policies and regulations, the social factors such as lack of pension institution and service quality, lack of the social work quality and medicine service, deficiency of social power, and the influence of traditional thought, the economic factors including lack of financial input, market failure etc. restrain the elderly cause development for the old. The fourth chapter is the analysis of the successful experience from other countries and districts. This chapter is mainly to analyse the successful experience and methods of other countries and districts from the public administration angle, and to affirm that it may apply the successful policies and measures with necessary modification to solve the aging problem in Liwan District. The fifth chapter is the research on the strategy in terms of dealing with aging population in Liwan District. Undertaking the above analysis of the chapters, this chapter considers that the practical path on solving aging population problem is: in terms of our public administration, improving the legal system and promoting the pension service refinement, creating new service models and increasing financial input for the elderly cause, in terms of the social power, cultivating the social pension institutions, developing the community service for the aged, changing the traditional ideas through publicity; in terms of the market field, building up the pension service market, exploring the aged human resource, and developing the aging industry. The measures and methods coping with the aging problems in Liwan District may be considered to provide valuable and feasible suggestions for solving aging problem in other deep aging areas in Guangdong Province.
