A Research On The Guangdong Government’s Effect The Development Of Technical Education Under The Background Of Regional Industrial Upgrading In The Pearl River Delta

With the economic development, the industrialization of the Pearl River Delta region should evolve from the light industry, heavy industry, to high processing industry. When a new round of industrial upgrading accelerates the economic growth, the need of the skilled talent by enterprises is simultaneously growing fast. Meanwhile, the Yangtze River Delta economic circle, the Bohai economic circle, the rise of the large-scale development in the western region, and the Revitalize Old Industrial Bases in northeast are all booming, the employment opportunities increase significantly in many major labor export are as benefits from the rapid economic development, it means that the need of the skilled talent constantly increases in other provinces. Those factors reduced the potential supply of skilled talent in Guangdong Province. While the relative lack of the skilled talent resources shows up, the shortage exposes. The insufficient supply of skilled talent will limit seriously the development of the industrial upgrading in the Pearl River Delta area; furthermore, it will result in the economic growth unsustainable. The industrial upgrading in PRD regional involves both the government and the market; the government takes the primary responsibility of industrial restructure, and plays a major role.This paper is combined the knowledge of public administration, sociology, administration, political science, economics, based on other aspects of the industrial upgrade in the Pearl River Delta region and the insufficient skilled talent resource, will elaborate the trend of the industrial upgrade in the Pearl River Delta region and the role of the government in the development of the skill talent education in Guangdong province. The paper also analyzes the current situation of industrial upgrade in Guangdong Pearl River Delta and the skill talent education programs. It points out the role of government, analyzes the problems and finds fundamental problem in the role of government. By Research on the role of the domestic and international governments, the paper gets the conclusion that the government must play the dominated role and increase efforts to support technical education so as to achieve the enough amount of the skill talent resource allocation for the industrial upgrade and promote the economic development.At the same time, in order to make the industrial upgrade in the Pearl River Delta region go smoothly, the development of technical education in Guangdong, the government should increase investment in technical education propaganda, strengthen policy support for technical education, implement and monitor effectively, and complete the evaluation system of the education and other counter me assures as soon as possible. Through a series of government-led actions in the development of technical education, it will help the development of the economic industrial upgrading in the Pearl River Delta regional faster and better, and promote the healthy and sustainable development of the economy, so that the technical education will provide the competent skilled talent to meet the requirement of the enterprises, really solve the root causes of the company’s “labor shortage”, and help companies complete upgrade industry smoothly.
