“A long-range development plan should be education oriented, and an education plan should be teacher-centered.” As one of the critical factors for education development, teacher’s quality has significant influence on education development, determined by teacher’s quality. Teachers with high-quality and professional level are required for higher education which can cultivate higher specialized talents, as well as elementary education essential for all children at school age. There are large number of rural primary school teachers in Yulin city, on one hand, it greatly restrict balancing development of basic education, prevent modernization of education management system and governance capabilities, on the other hand, to some extent greatly influence Yulin politics, economy and culture. Therefore further research on the rural primary school teacher’s quality of Yulin city has certain theoretical and practical significance.In this study, I use documentation, questionnaires, interviews and other research methods, regarding the teachers of the rural primary school in Yulin city as the research object, to investigate the four dimensions like the educational philosophy attainments, professional ethics, knowledge literacy, and the ability from the teachers of the primary school in Yulin city, and analyze the main problems of each dimension. For example, there are some problems such as some teachers’ knowledge on the essence of education is not clear, knowledge-centered thinking is serious, professionalism is not strong, the sense of responsibility is not strong, the lack of knowledge of educational theory and knowledge, the teaching ability is insufficient, the lack of scientific research and so on. On the basis of these questions and in-depth interviews analyzing the factors that restrict the upgrading the teachers’ quality of rural primary school in Yulin city.And then I put forward the corresponding countermeasures, mainly from the aspects of the construction of the individual, the school drive and government power to improve the quality of teachers of the primary school in rural areas.
