Regarding Xin Jiang Uygur Municipality, due to its large territory but little population and its adverse natural environment, PE activities reply much more on the centers compared with other regions. Due to all of the above issues, it is urgent to study the opening to the outside of those middle school gyms.The issue of the opening to the outside of the middle schools of Urumqi City starts with the proposal of the research objective. Based on the distribution of the population of Urumqi and the particular case of the middle school gyms, eight middle schools from the four regions of the city have been chosen for the study. By means of the experts interviews and field investigations, the creative classification of the Urumqi middle school rec-centers and the comparative analysis of the successful cases of the opening to the outside of the gyms from other cities, it is discovered that this research has to be conducted under the cooperation and collaboration of the government, schools and individuals, and additionally the principles of “risk control, management and maintenance”.
