Research On The New College Accounting System

With the reinforcement of the public finance reform and the higher school reform and the development of higher school itself, China’s higher education enterprise’s accounting environment has involved in a very different situation. The business activities that colleges are engaged in have become increasingly market-oriented and complex, which imposes higher demands on the accounting management of the colleges. The College Accounting System(trial)(1998) can no longer meet the requirements. Therefore, the Ministry of Finance issued The College Accounting System(2013) on December 30, 2013, which came into force on January 1, 2014, in order to further standardize the accounting behavior and improve the accounting information quality. Under this background, this paper studies the main achievements of the College Accounting System(2013), as well as measures for further improvement, which undoubtedly has important theoretical and practical significance.This paper studies the background of the college accounting system, and points out that the stakeholders are not only the school managers and government, but also donors, banks, students and their parents, and the social. And then it studies the breakthrough in accounting basis, specific business process and the financial report and the influence on accounting and financial management in colleges and universities, taking an example of C universities. And then it further studies the insufficient of new system and puts forward realistic improvement advices, which are very practical and practicality.Through the use of graphs, this paper hopes to promote the present process of the College Accounting System reform, in order to further improve the quality of college accounting information and meet the different needs of information users, to better promote the development of higher education in our country.
