Boertala Mongolia Autonomous Region Located in the northwest of Xinjiang.Because of the long-term development foundation is relatively weak, far away from the developed area, population and economic scale is small and other objective reasons, the current economic and social development there are still some problems andrestricting factors. All kinds of professional and technical personnel are relatively shortage. The disciplines and professional leaders in science, technology,education,culture and health, high-level management personnel and skilled technical workers is less occupation, can not meet the development needs of the society.According to "slice responsible, targeted aid, regular rotation" principle,In 1999,the central government determined that Hubei province counterpart supported Xinjiang Boertala Mongolia. With science and technology strength, talent advantage obviously, Hubei determines its key talent strategy of supportting Xinjiang. After the2010 National targeted aid Xinjiang work conference, a new round of supporting Xinjiang intensified. In 15 years, until July 2014, six batchse of 613 cadres and all kinds of professional talents were selecedt to Boertala and the Corps Fifth Division to work on secondment. from Hubei province. Talent supportting Xinjiang greatly enhanced their own "blood" function and development power, effectively promoted Boertala the rapid development of economic and social undertakings and social stability of the situation.To do a good job in supportting Xinjiang, team is the key, management is the premise. This article through the research to talent management of Hubei province counterpart supporting Xinjiang Boertala Mongolia, summarizes the previous practices and achievements in Xinjiang support talented persons management,analysizes the status quo, finds out the existing problems, Based on the excellent management models of Tibet reference, to establish an effective mechanism of Xinjiang counterpart support talented persons management with the recipient, putsforward some reasonable countermeasures and suggestions.
