The Study Of Economic Deelopment’s Externality About The Employmentb Quality Of University Graduate In Zhejiang Province

As one aspect of social development, economic development will affect other aspects of the society, such as the externality of environment, the externality of industry associations, the externality of obtaining employment, etc. Among them, the provincial economic development on the externalities of graduate employment quality is the subject of the study. Zhejiang province as one of the more developed provinces in China, whose overall economic development has been very well and also presents its local characteristics. On the other hand, the graduate employment rate is at the leading level, but only employment rate cannot fully reflect quality of graduate employment. This study intends to use Index of Economic Development (IED) to measure this externality of economic development of graduate employment in the province.The research thought is:On the basis of Okun’s Law, we adopt the main indicators of the national economy to build Economic Development Index which is used to measure the province’s overall economic development situation from year 2006 to year 2012, then we adapt the evaluation standards of graduate employment quality whose original author is the institute of education research and evaluate in Zhejiang province to undertake a quantitative research.Firstly, we build an analysis framework of the provincial economy development on the externalities of quality of graduate employment on the basis of concept definition and literature review. Specific work is:We constructed the Index of Economic Development (IED) to measure economy development situation of the province on the basis of data collection. Then use the Value of Province Comprehensive Employment Quality Characterization (VPCEQC) to reflect the quality of graduate employment quality in the province with updated evaluation standard.Second, we divide the Indexes of Economic Development (IED) from year 2006 to year 2012 into four sequences (IED1 is consist of index2006, index2007...index2009; IED2 is consist of index2007, index2008...index2010; IED3; IED4 as before). Then put the Value of Province Comprehensive Employment Quality Characterization (VPCEQC) and the four sequences one by one into cycled statistic analysis, the main conclusions are as follows:in general, the externality of economy development situation of graduate employment quality is positive (economy development is to improve the quality of employment of graduates to some extend),but this externality will behind the year, and the order of the influence is IED2> IED3> IED4. That is to say:the economy status two years before has the biggest positive externality to the quality of graduate employment; the economy status one year before has the bigger positive externality to the quality of graduate employment; the economy status of this year has big positive externality to the quality of graduate employment the economy status three years before has little positive externality to the quality of graduate employment.Third, the main conclusion of the modeling analysis is:the economy status two years before has the biggest positive externality to the quality of graduate employment. Then the positive externality is less and less with the decrease of the year gap. When there is no development of economy, the employment quality will keep a constant reduce along with time.Finally, we should take some measures to incent and apply of the positive externalities of economy development on graduate employment quality.
