Hui and other ethnic groups live together in Henan province. At present,21 Hui towns have been built in the province. These Hui Towns social development reflects the basic situation of Hui nationality in areas of scattered and mixed inhabitation, henan hui is an important part of the ethnic groups in China, main development of the community social change is the same as other Hui communities, with the identity and universality. But Henan province Hui live in the Central Plains culture for a long time, the community cultural development is different from Hui lived in other places in China. At the same time, as part of the development of social group, Hui community is also influenced and restricted by social political economic and cultural development. Fancheng Hui town in Linying County of Luohe in Henan province is located in the hinterland of the Central Plains, ethnic customs and business atmosphere is rich, stable and harmonious social development, profound historical and cultural background, in the province’s 21 ethnic townships, Fancheng is good in economic and social development on the relative. In this paper, through the selection of the sample Fan Cheng township, through the micro sociological angle, using the field investigation method, the use of social science, ethnology, thorough combing the history of Fan Cheng cultural, economic, political situation, to the culture, economy, politics in the problems in detail analysis, and on this basis to Fan Cheng development put forward relevant direction and implementation path.
