Secondary vocational education is an important part in the British education system, which trains professional talents engaged in commercial production and the tertiary industry, thus promoting the economic development in the British society. Education Law, promulgated and implemented in 1944, determined the strategic position of the British secondary vocational education in the national system from a legal perspective.British government participated in the development of secondary vocational education in the form of legislation and grants. In order to implement the secondary vocational education policy in the 1944 Education Act better, after World War II, the British government promulgated a series of bills in accordance with the needs of economic development in different historical periods, so as to promote the development of secondary vocational education in the UK. After World War II the British policy of secondary vocational education, the course has undergone three changes in the value orientation of political ideology and educational policy manifesto of the British Labor Party and the Conservative Party in power rotation period. Under the “consensus politics” of the British Labor Party and the Conservative Party, the British secondary vocational education policy gained initial formation and development(1945—1978). The British government pursued the fair values of secondary vocational education; with the1944 Education Act as the basic architecture, and guided by Keynesian thought, even basing on the theory of educational equity and social coordination, and through structural reforms of secondary education. During the ruling period of Thatcher and Major, when the “consensus politics” has been stopped, there was reform for the British secondary vocational education, making the neo-liberalism as the main guiding principle, and carrying out the introduction of market mechanisms(1979—1996). In order to pursue the value orientation of the quality of secondary vocational education, the British government took the 1988 Education Act as the typical representative, through school-enterprise cooperation, diversity of choice and so forth. During the ruling period of Blair and Brown, the British government improved the secondaryvocational education, basing on “the Third Way” as the guiding ideology, and “endogenous growth theory” from the economics as the basis(since 1997). The new secondary vocational education standards and frameworks were established through the enactment of White Paper on Education-- Pursuit of excellence in school education, which was regarded as the pursuit of secondary vocational education in both educational equity and quality values. Constructing the lifelong development of English specialties vocational qualification certificate system, so as to guarantee each student can receive a comprehensive development. The present study elaborated the Second World War the British secondary vocational education policy in effect and inadequate implementation under different historical backgrounds and post-implementation separately and analyzed the Second World War the British Secondary Vocational Education Policy Changes feature on this basis, with a view of our country policy formulation and development of vocational education to provide some experience and inspiration.
