For a long time, the employment as a difficult and complex problem exists in social life, and is highly valued by the Chinese government. Promoting employment is the duty of government. Employment is a vital problem, relating to the immediate interests of the masses and the protection and maintenance of normal life for everyone. With the progress of science and technological level, labor market puts forward higher requirement to laborer quality, which needs education training to resolve. With the constant transformation of social structure and the deepening reform of economic system, the government plays a certain role in solving the employment problem, but also shows some failures.Community as the basic unit of our society and the main gathering place for residents of production activities, which has natural advantages and unique role on making up for the defects in the government and solving social problem. And the community education function can contribute to the training work of the unemployed better. Then, what advantage has the community to promote the unemployed again obtained employment? How should the government be to inspire social vitality and encourage social participation? In this paper, based on the perspective of community education, the government and the community to promote the re-employment of the unemployed status was analyzed, and tries to discuss how to give full play to the advantages of community to provide good employment environment for the community unemployed, and provide an effective and feasible way to meet the demand of the demand of diversified education of the unemployment and improve their own quality and employment ability.The research defines the responsibilities of the government and community in the education of the unemployed firstly, analyzes the role and method of the government, describes the operation mode of the education of the unemployed and the interact mechanism of the community participation in education. At the same time, analyzes the advantages of the community education to promote the re-employment of the unemployed. Next, analyzes the status quo and the working process of the community to carry out education of the unemployed by an example of the Area of Wei Huliang of Urumqi, then analyzes the problems of community employment services. Moreover, analyzes the influence factors of the re-employment of the unemployed through the survival model. Finally, based on the successful experience of community education to promote employment abroad for reference, tries to give suggestions to strengthen the function of the community education to promote the re-employment of the unemployed from the government and the community level.
