It is especially important, as the developed regions of South of Jiangsu rural junior high school, according to the practice of quality education reform, whether experience or lessons, in rural schools of Jiangsu Province in Northern Jiangsu, Su and all the other is economic developed regions to promote the quality education reform has important significance.Based on the research of theory and practice to sort out the process that our country quality education reform, on the case of background and promote quality education system reform, causes the case school double system the implementation of quality education policy, content system, management mode, implementation strategy for a more detailed presentation and analysis. And on this basis, put forward the idea of quality education in rural junior middle school to promote the implementation of recommendations, namely: the transformation of education idea, update the concept of education; fully implement the education policy, for all students’ development; adhere to the correct value of the pursuit, adopt appropriate implementation plan; strengthening the teachers team Wu Jianshe, provide human resources support; to establish a scientific evaluation mechanism, guarantee the quality the implementation of education.
