In today’s era, life-long learning has become an urgent need for each individual person to adapt to society and survive. In recent years continuing education has become one of the best routes for members from all walks of life to improve their quality and ability and its importance has become indisputable. As for school itself that is associated with education, the demand for the construction of "learning organization" becomes particularly urgent.In many countries the on-the-job training of primary and secondary school teachers has been guaranteed in the laws and regulations but with all kinds of training routes and approaches, the training effects are uneven. It remains a problem to find the best way to carry out effective continuing education in the primary and secondary school teachers training.Taking the “academy” case study of school-based research in Yangzhou Meiling Elementary School as an example, this thesis compares the differences between the “academy” research and continuing training of teachers in the usual sense, describes the connotation of "academy" school-based research, explores the system structure of “academy” school-based research, curriculum structure, operation mode, the path of practice, evaluation methods, the construction and operation mode of sub-academy. It also analyses the challenges and problems that the “academy” school-based research faces and puts forward suggestions for further optimization.
