Sporting event is an integral part of the sport industry. Hosting a major sporting event would impose profound influences on the hosting city, and even the country in terms of economic stimulation, environmental development, job creation, and the reform of industrial structure. Major sporting events are increasingly becoming the tool for building up the image of the city as they captivate the world’s attention and elevate the level of exposure.However, the impacts of hosting major sporting events on the city development remain controversy, especially when it comes to a plethora of conditions of various cities. Only by selecting the sport event that is compatible with the city, can it facilitate the urban development. In recent years, we have witnessed skyrocketing organizational and operational costs of major sporting events with considerable risks attached. Therefore, it’s crucial to make a comprehensive assessment before choosing the sporting event to host but a lack of civic participation during the process of bidding is in the way of making a scientific decision.This paper adopted research methods including literature review, expert interviews, and questionnaires, analyzing the necessity of civic participation in the decision making process in the bidding of major sporting events and investigating into the involvement of Shanghai citizens in the bidding process by comparing to the civic participation of foreign counties. Finally, with the help of a survey sampling Shanghai citizens, the willingness of their participation into the bidding decision of major sporting events was revealed and a pathway of civic participation into the bidding decision for Shanghai was proposed accordingly,the following conclusions:The first, bidding of major sports events in Shanghai lack of citizen participation in decision making.Terms of laws and regulations are not formed to protect the level of citizen participation in the decision-making of major sports events biding; Shanghai has yet to form a stable and effective citizen participation mechanisms; Ability of citizen participation need to be further improved; Shanghai universities have not fully exploit the research capacity.Second, major sports events of public managers should pay attention to the citizens’ right to know, to participate, to move and to supervise, establish a sound system of open decision-making, consulting System, hearing System, supervision System.Thirdly, depending on the size of the event, interest groups, organized by time, location and other characteristics involved in selecting different paths, scientific selection to participate in the main, the reasonable control of the level of participation.Fourthly, public managers should focus on "think tank" construction, in particular, to give full play to the role of research universities in Shanghai, as a government, to increase policy and financial support for colleges and universities, "think tank" to improve the conversion rate of the research results, for the major sports in Shanghai tournament bid decisions provide a scientific basis.
