Research On The University Academic Entrepreneurial Activities Input And Output

During the post financial crisis era, cultivating and developing strategic emergingindustries is an important move to adjust and optimize china’s industrial structure and promotethe sustained and stable development of the economy. Strategic emerging industries putforward higher requirements in strengthening scientific and technical innovations andpromoting the core competitiveness of industries. Scientific and technical breakthroughsdriven by prospective science researched are the sources for the development of strategicemerging industries. As the most important intellectual support elements for regionaleconomic development, universities and scientific research institution gradually become thesource of technical innovation for strategic emerging industries, which play critical roles in therising and sustainable development of emerging industries. All the times, there are manyoriginal technical achievements of universities and scientific research institutions during theindustry-university-research cooperation in China. However, only a few of them can be finallytransformed to actual productivity. Therefore, how to take the full use of the existing andpotential advantages of the science and education resources in colleges and universities, bringthe supporting and leading function of science and education into full play and promoting thedevelopment of strategic emerging technologies and critical core technologies of industries isan important and urgent task during the current and future period. In t he era ofknowledge-driven economy with rapid technology and information development,entrepreneurial activity plays an increasingly important role in promoting science and technology development and boosting economic growth.In this paper, theoretical analysis and empirical analysis are combined. In the theoreticalanalysis, a large amount of domestic and overseas relative literatures are consulted to clarifythe supporting functions of two elements, talents and technology, to strategic emergingindustries and understand the concept and role of academic entrepreneurial activities as well asthe concept and connotation of emerging technology commercialization, so as to evaluate theeffect of academic entrepreneurial activities in promoting emerging technologycommercialization from the aspect of the commercialization of research findings inuniversities by combining the function changes of universities and colleges caused by theentrepreneurial innovation transformations of the universities and colleges. Based on thetheoretical analysis, an evaluation system is established for the commercialization of researchfindings in universities. Relative statistical materials and almanacs are consulted to pick upcorresponding indexes. SPSS18software is adopted to process data and obtain the researchresults. Moreover, suggestions and countermeasures are put forward based on the results.The following conclusions and suggestions are obtained in this paper through suchresearch procedures as relative theoretical analysis, research design, data analysis andcomprehensive evaluation, etc. First, the effect of commercialization of research findings inuniversities can be jointly influenced by four factors as the foundation of science andtechnology activities in universities, investment in science and technology activities inuniversities, output of science and technology activities in universities and commercializationof research findings in universities. To improve the effect of the commercialization of researchfindings and the efficiency of commercialization of research findings, universities shouldensure the investment of labor and fund in science and technology activities in universities,improve technology level and market application value, perfect the mechanisms related tointellectual property rights and patent protection and take active part in the exploration for theeffective way to realize the commercialization of research findings in universities, so as tobring the role of intelligent element, universities, into full play in regional innovation andindustrial development. Second, in the aspect of supporting academic entrepreneurial activities,universities should provide entrepreneurship policies, capital support, financing assurance andbasic constructions for possible academic entrepreneurs, such as scientific research personnel, teachers and professors, etc. and emphasize pilot test, so as to improve the market survivabilityand adaptability of scientific and technological achievements, speed up and develop theconstruction of university science park to provide place for possible newly-established firmsthat may generate from the academic entrepreneurial activities. Third, in the aspect ofpromoting the emerging technology commercialization, universities sho uld start from researchtopic selection and project approval, emphasize the theoretical value and applicable value ofthe research, deepen the understanding in the society and market and expand the researchapproaches to fully consider the consistency and integrating degree between research topicselection and technical development and market demand. When the project or the topic iscompleted, the tradition status of taking appraisal report or paper publishing as the evidence ofthe completion of the thesis is changed. The evaluation on the research results is expanded tothe whole process of transforming the scientific and technological achievements to theeconomic value and social benefits, so as to establish a system where the final economicbenefits and social benefits of achievements are treated as the major evaluation standards, soas to reflect the real value of scientific and technological achievements.
