Along with our country’s economic and social development, the core ofnational competitiveness has transferred from substance elements to talents,system, innovation, in the final analysis is the talent problem, namely to improvethe quality of the population.Only by improving the quality of the population, canturn the heavy population pressure into human resources advantages, and turn ourcountry for human capital from populous country into power.Early ChildhoodDevelopment and Education is the important way and key links of improving thepopulation quality.This paper adopts the method of literature research, empirical analysis andquantitative analysis, on Early Childhood Development Education issues, viewrelevant papers,reports,comprehand the domestic and Overseas Relavent ResearchDynamic, provide theoretical support and research base for the study.The datacomes from the Hunan family investigation conducted by Training and ComunicationCenter of China National Population and Family Planning Commission and the WorldBank in2010.15counties were randomly selected in the survey, aiming at100families with right age children (37-48months), recording the data on family andchild development status.The survey was supported by Hunan Population and FamilyPlanning Commission, and eventually got complete informationof821households.This paper studied the child development staus in Hunan province, discussedthe demographic factors and early childhood education influence on childhooddevelopment.Major conclusions are as follows: First,children lived in different areas(urban and rural), with different sex, of different ethnic groups (the han nationalityor ethnic minorities), presented different development level. Lefting behind or not,and different family economic status,parents’ education level,also influence the child development.;Secondly, Adding factors such as "attending kindergarten","earlyeducation","proper diet" and "health check", household income, mother andnursing education level, no longer have much impact on children’s weight, heightand social cognitive development.;Thirdly, Early Childhood Development Educationcan change the genetic unfairness, enhance children’s physical quality, improvingsocial and cognitive ability.In the last part, combining with the current problems ofEarly Childhood Development Education in our country, this paper puts forwardpolicy advice.
