With the relationship between education and social development getting closer and closer each passing day, the number of college poor students caused by social gap of haves and haves-not has seen a dramatic increase, which bring forth the issue on college student financial aid. Education is more of a public welfare than just an industry! It is one of the significant functionalities of the Party and the government.In May2007, the state issued Comment on how to build a sound financial aid system for students of poor families in Universities,3-year Colleges and Vocational High school.(Referred to as Comment). In June the same year, Finance Ministry and Education Ministry jointly issued5supporting documents, marking the establishment of the new Financial Aid System (Scholarship, Loan, Aid, Reimbursement, Reduction, Fellowship, Compensation, and Exemption). The Promise that no enrolled students shall be forced to drop out of school because of poverty has been fulfilled.Nevertheless, as we all know, the purpose of the new system is not only to financially help the poor students achieve their academic completion but also, more importantly, to help them grow into real talents by fully playing out the "Talents Incubation" functionality of financial aid. To sum it up, it is to help college students to be free from poverty and also to gain spiritual richness. According to the practice and knowledge, the talent incubation function of financial aid is not being fully played out. To improve the financial aid system, we should strengthen this functionality in the context of the establishment of the new system and also put more effort into the study of how to implement it. On the other hand, it is of important reality and profound historical meaning to foster qualified constructors and successors of the socialist cause.This article adopts the methodology of documentation research and sorts out the accomplishment of the past in the relevant realm in an all-round manner. And also adopting the methodology of case-by-case analysis, I have chosen art colleges as the study object, which has the common nature of colleges and also has the two characteristics:Art and3-year College. It adopts the methodology of investigation to investigate on the common status of the college staffs who works on financial aid in Shanghai and also to investigate on the special situation that is facing art colleges. With the methodology of comprehensive comparison, it consolidates and summarizes the result of investigation and analysis and points out where the issues are and the root cause of them in order to find out the solutions and the method of implementation.This article is divided into four parts. The first part is introduction, mainly elaborated the paper selected topic theoretical meaning and the background of the innovation place. After years of exploration and practice, our university student financial assistance system is increasingly perfect, but insufficient funding education function play in the specific implementation process, did not play a role of ideological and political education, to cultivate students to set up the correct world outlook, values, the outlook on life tonic effect cannot be fully realized. Through the work of colleges and universities at home and abroad to fund research results of the comparative analysis, found that on how to improve the level of job of college student financial assistance in order to give full play to fund educational function of the research is not enough, the lack of perfect financing system, to achieve work target. In the theoretical view, human capital theory, fair theory, this article will cost sharing theory, human needs theory and the party’s views of the masses, the mass line penetration to support all aspects of the educational functions. In the perspective of view, the thesis conception is no longer stay in aid work itself, but rather to party practice of the mass line, the height of the "China dream". On a practical view, this article emphatically emphasizes how to implement aid work in the arts in higher vocational education features, and strive to have a foothold with the push up to the whole higher education category, is a kind of practice to test theory of reflection, in this paper, the combination of work-study funding education mode is worth popularization value.The second part describes the structure of a new financial aid system after the Adjustment of the Colleges Student Financial Aid policy and Guidelines issued by the central government. In2007, The State enacted the relevant documents marking the gradual formation of a more robust system. This system is based on cost-sharing theory and restructured the original financial aid system, enlarging and supplementing the ways for financial aid. Each way allows the government, schools, community groups, businesses, students’ families and individuals to bear their own share in their own way. The establishment of this system has important theoretical significance and far-reaching practical meaning on building a student financial aid system that lives up to the needs of this time and social expectation. From a theoretical point of view, it is the practice that carries out Human Capital Theory and a visual manifestation of human needs being met.From a practical point of view, it is the inevitable way to manifest educational equity and to promote social harmony. It is what we can hold on to to implement the Party’s strategy that puts great emphasis on the mass commoners. It is the foundation to achieve national rejuvenation, a Great Chinese Dream. The initial thoughts of the Party and the State to design this system is not only to help students solve real economic problems, but also to give full play by all means to the Talent Incubation functionality entailed in the various ways of financial aid to foster generations of intrinsic self-improvement talents, so that they can promote the development of the society in the process of self-perfection.The Talent Incubation functionality can be summarized mainly as leading them to the correct understanding, inspiring good emotions, individual psychological counseling, giving birth to positive behavior. Once these functions are effectively played out, it can give such a boost to the comprehensive improvement of the quality of college students, thus ensuring the country’s long-term stability and prosperity of the socialist cause. In the current financial aid work for colleges, there is still more weights on the economic side of the scale than that on the Talent Incubation side. Nevertheless, both its inner logic and outer reality have accommodated certain conditions to achieve the Talent Incubation function. The third part focuses on the analysis of the current financial aid work for students in art vocational colleges, which has three symptoms,"identification mechanism is not perfect,""Appraisal methods are controversial" and "low degree of informationization," and three special issues which are brought by its own limitations,"workers’capacity is insufficient","work-study jobs are inadequate","More students have bad intentions".Root causes of these problems are inadequate investment in financial aid work, lack of strong sense of responsibility of workers, unscientific teaching and assessment methods and particularity of the student body.The fourth part describes the strategy and methods to strengthen the Talent Incubation Functions of the financial aid work for art vocational colleges, including the general ways being strengthened in the implementation and use of the opportunity of teaching reform to establish the special methodology which is in line with the characteristics of the school and the student to achieve the Talent Incubation Function. In terms of strengthening the implementation of the general ways, five main points needs to be seized-a sound operational mechanism to provide system security, strengthening the ability to work to provide personnel protection, establishment of information platform to provide technical support, creation of a sound atmosphere to provide protection of the playground, encouraging students to promote self-reliance. In terms of the establishment of special methodology, first is to promote moral education reform in synchronization with the current teaching reform of higher vocational education which is being carried out in full swing to accelerate the transformation of understanding and build relevant organizational framework and management system; to strengthen humanistic care, adhere to the people-oriented philosophy of moral education; to increase efforts in building, putting a solid foundation for the student management team. Second is to play out the beneficial close tie between vocational schools and businesses to build a new financial aid mode on the basis of the combination of work and study, that is to strengthen social responsibility education, work ethics education, self-reliance education while the channel being broadened and the scope being enlarged through business participation in the financing. |
