| Nowadays, in the whole world as the competition of the countries is becoming more and more fiercely, human resource has become a key factor influencing the development of a country and the cultivation of human resource depends on education. In 21st Century, human society is developing from the industrial society to knowledge-based society, and then it will be shifted towards the information society in the near future, therefore the previous education system could not serve for the human society, all the countries of the world need to do something in education reform. Facing the complex environment and the structure of education, education reform must rely on modern information and communication technology, so many countries has enhanced the status of information technology in the field of education and increased the research on the strategy and development of educational information. In recent years, our country has gradually put educational information to the national strategic level, what’s more,many education institutions at all levels has also begun to draw up development strategy of ICT in education.In this case, the development of master plan has made certain progress, but there is still much room for development compared with the level of developed countries in the world. Because the source of information arises from the developed countries, they have realized the important of educational information for many years. They are leaders in educational information, such as the United States, Singapore, South Korea, Britain, etc... In order to catch up with other countries, we must learn the successful experience from developed countries and then find a way that suitable to our country in the present stage, which will lay a good foundation for the rapid and stable development in the future. All in all, the attention we should focus on at the present stage is the research and implementation of the development strategy of ICT in education.This research outlined the major five ICT in education master plan of South Korea with the document research method and comparative research method, which come from South Korea’s white paper, annual reports and other official documents. The main consents of my paper include the strategy’s background, research institutions and the specific content and it focuses on the analysis of the effect after implementation of the first three. Then the paper has outlined the two national development strategy of China. Finally, it detailed comparative analysis of all aspects of the ICT in education master plan of two countries’ with the related survey data using the vertical and horizontal comparison thinking. Finally, this article carries on comparative analysis of the Master Plan between China and South Korea and summarizes the development strategy of China and South Korea with the similarities and differences of two countries. Suggestions are put forward to promote our educational information from the construction of infrastructure, information resources construction, information technology application etc.. |
