| The Third Plenary Session of the 18th Central Committee of the Communist Party of China proposed that to deepen the overall goal of reformation is to improve and develop the socialism system with Chinese characteristics and to promote modernization of national governing system and governing ability. It is pointed the new direction of reformation of higher education, that is, to deepen the reformation of higher education field and to promote the governing system and governing ability of higher education. In order to realize the modernization of university governing, the top leader, which is the president of university, plays an important role and his governing ability influences the governing system of the university. At present stage, if we want to know the governing ability of a president, we should analyze his individual experiences especially his study experiences and work experiences, to find out the effect of the experiences on his governing ability and how his experiences promote the development of his governing ability. In addition, the president is as the top leader and direction indicator of the university, if he wants to lead the development of the university positively and effectively, he should make use of his wisdom, governing concept, management method and philosophy of handling matters, which have a close relationship withhis personal characteristics, which have truly effect on his way of running university, such as growing experiences, study experiences and work experiences.As the main part of higher education affair in our country, local public university’s running type, self-positioning and regional impact present diversity development trend. And presidents leading the development of university, which are as groups, have difference inner the groups. In the present study, researchers mainly concentrated on the study of presidents’groups characteristics of universities"985" and "211", more than the study of local undergraduate universities. However, the presidents’group characteristics of local undergraduate universities have deep impact on strengthening the construction of presidents’groups and improving the quality of running local universities.The essay puts local universities’presidents as research objection by investigating presidents’population characteristics, educational background, academic background and career background to analyzing presidents’group characteristics and discussing presidents group overall characteristics and regional characteristics. It is expected to propose rational suggestions to reformation of president institution and strengthen the construction of president group.From the essay, I conclude that:Firstly, on the aspect of population characteristics, most of the local universities’ presidents are men, ethic Han and members of Communist Party and most of them come from their own province. The average age of current presidents is 50 which belong to the middle stage of their life. The age of the presidents in region of Hua dong the young, which is 49 compared with the region of Northwest, the oldest 52.2, which the number of minority nationality presidents is the highest. The number of female presidents is the highest in the region of Hua nan, and the average age is the youngest, 47.8. The average age in the region of Hua zhong and Northeast are 49 and 51 respectively. The average age in the region of Hua bei and Southwest is 49.5.Secondly, on the aspect of educational background, most of the presidents have the study experiences in "985"and "211"universities, but the number of the presidents studying in local universities is 27.7%. The presidents who have the overseas learning experiences are concentrated on the countries of Japan, America, and Italy. The number of post doctoris only 49, accounting for 10.1%. The number of the presidents who have the research experiences on higher education is only 20, which concentrates in the region of Hua dong. The presidents in the region of Hua dong have advantages in educational experiences compared with other provinces. On the aspects of president-study-university and highest academic qualification, the region of northwest is lag behind. The proportion of study relationship in the region of Hua dong is the highest. According to the subject distribution, most presidents’ subjects are science and engineering, social science and humanities are less which concentrates in the region of Northeast and Hua dong.Thirdly, on the aspect of academic honor, the proportion of the presidents who enjoy the State Council allowance is 26.2%, in addition, some presidents enjoy provincial allowance and award the title "Chang jiang Scholar". In the region of Hua dong, the number of presidents who award the title is the highest. The highest proportion of presidents who enjoy the provincial allowance is in the region of Hua zhong. Amid all the presidents the essay studies, there are 5 presidents are awarded the honor of CAS Academician and 5 presidents are titled "Chang jiang Scholar".Fourthly, on the aspect of career background, the presidents who have the working experiences in their own universities constitute 41%. The proportion of the presidents who have the working experiences outside their own universities makes up 59%. The presidents who have the working experiences outside education system account for 22.3%. The number of the presidents who have the work experiences in their own universities is the highest, and they have the experiences of being the vice presidents. In the region of Hua bei,Hua dong, Northwest and Southwest, the presidents who have the work experiences outside universities, the number of which is high. In the region of Hua bei, Southwest and Hua dong, the number of the presidents of being the vice presidents before is high. On the aspect of working outside their own universities, there are only 4 presidents in the region of Huazhong. Most of these presidents have the work experiences in 2 universities. The number of the presidents who work outside education system in the region of Hua dong is the highest.In a word, the study indicates that president group’s regional characteristics are consistent with the economic development of this region. In the regions with great economic development, as the resources of higher education are in the ascendant, the experiences of presidents are rich. In the region with lower economic development, as the resources of higher is of shortage, the experiences of presidents are simple. It follows that the development of higher education has a close relationship with economic development. How to change the intra-regional resources with imbalanced is an important issue to realize the balance of presidents resources, to make the dream of balanced development of education in our country come true and to guarantee the improvement of education quality.Aim to the phenomenon, the essay puts forward relevant measures to solve the problems, which are to optimize the structure of presidents’ education qualification and subject of local universities; to optimize the way of selecting presidents; to strengthen the interaction of presidents; to improve presidents’ governing ability’ to construct regional growth model of presidents; and to boost the president group toward internationalism. |
