The progress of the times requires the improvement of people’s quality, and the improvement of quality can’t be finished without the moral construction. Our country is in the period of social transformation and there is no time to delay moral construction. The new curriculum reform advocates people-oriented concept and the pursuit of people’s comprehensive development, which requires us to enhance the status of moral education and strengthen it. However, under the influence of the old concepts of education, there exist many problems in the present stage of our country’s moral education. The teacher in charge system fails to give equal importance to every individual student; course teachers only care about “teaching students” but ignoring“educating students”, which leads to the moral construction in middle school facing severe challenges and new modes of moral education need be explored to solve the dilemma of today’s moral education. Moral tutorial system in middle schools, as an important supplement to teachers in charge system is an important breakthrough in the exploration of effective moral education. In this case, based on absorbing and drawing lessons from other schools’ experience, a middle school in Shandong province conscientiously implements the national education policy and actively explores the moral tutorial system, which makes great achievement. This paper attempts to start from the practical condition of the implementation of tutorial system in a middle school in Shandong Province, clarifying the significance of implementing the moral tutorial system, analyzing the existing problems of the moral tutorial system and putting forward the strategies for improvement, thus the relevant theories are clearly clarified.The main body of the thesis mainly includes the following parts:The first part is an introduction. It is the overview of the origin of the study for this thesis and some relevant literature reviews are put here,explaining the research significance of this thesis and major research methods of it. It is clearly pointed out that moral tutorial system is the effective supplement for teacher in charge system and it is also the effective moral education mode for implementing moral education,promoting students’ comprehensive development and carrying out people-oriented development policy.The second part compares the moral tutorial system with teacher in charge system and tutorial system, carrying out ontological interpretation of the moral tutorial system,clarifying the basic connotation of the moral tutorial system. This part analyzes thebasic functions of middle schools’ moral tutorial system and demonstrates the feasibility of moral tutorial system in middle school.The third part investigates the current condition of the implementation of moral tutorial system in x school, introducing briefly the implementation process and working condition of it. Through the analysis of questionnaire and cases, it is clear that certain achievements have been made but there are still some problems existing and the reasons are given.The fourth part carries out the reflection for the implementation of X school in Shandong Province and discusses the strategies on how to improve the moral tutorial system, putting forward some related strategies to perfect the moral tutorial system.
