At present, the academia Sino-foreign cooperative development of higher vocational students management research rarely, a small number of studies also was research carried out from the perspective of ideological and political education, missing from the perspective of public management research carried out especially the perspective of the new public service. This article from the perspective of the new public service theory, taking Guangxi International Business Vocational College as an example, combined with the public management knowledge to study the occupation education cooperation between Chinese and foreign culture sent students management work, a profound analysis of the existence of cooperation with ASEAN Chinese occupation college student management problems. At present, the cooperation between Chinese and foreign occupation education training sent appears in student management problems, according to the analysis to find reasons from the source, and puts forward the countermeasures. Analysis of student management China occupation education of Sino foreign cooperation with ASEAN countries sent a problem is the predecessor is not in-depth study relating to the field, research and efforts in this aspect, there is a great pioneering significance.Student work is the survival and development of the cause of Chinese foreign cooperation in running school should not be ignored, the management work of students is the key to realize both running destination. Student management mode and method of original exist certain deviation, also appeared in administration, management and other issues, although universities have taken corresponding measures to solve and improve, but they are lack of system and integrity. This topic combined with the new situation, taking Guangxi International Business Vocational College as an example, from the perspective of the new public service theory, by using knowledge of public management to study the management work of students sent occupation education cooperation between Chinese and foreign culture, from the source for the current occupation education cooperation between Chinese and foreign culture sent in student management problems:service consciousness is not strong, attention to the service quality and the effect degree is low; the management team structure is irrational, the overall quality, professional level is not high; the humanistic care of weak, ignore the thought moral education and mental health education. Why induction problems arise:first, there is misunderstanding of college students management work, understanding sent heavy management, light service. Second, the organization structure is not reasonable. Third, the ideological and political education, to send the students psychological health education work only stay on the surface, the lack of continuity. According to the analysis of the above problems and reasons, solve problems need:change education of Sino foreign cooperation in occupation training students sent management concept, build a service-oriented student management system, at the same time to change role, strengthen the service consciousness, establish and perfect service system for evaluation of students management, student management commitment system, accountability, should also be optimization of work organization of student management structure, strengthen the construction of professional team, the establishment of social, school and family co culture system, through multiple channels to ease the psychological pressure to students, carry out rich and colorful leisure and cultural activities, continue to cultivate students’ sentiment.
