Nowadays, the elementary education in China is in a classical elitism of radical sociology, psychology and declining moral philosophy, which is supposed to cultivate child as an elite. However, the features of the elite education are embodied in different aspects that educating the child to be a person who is a classy identity of the structure of profit and power in the future; from the aspect of pursuing high social reputation and enjoying the profit without responsibility, elite class is trying to keep everything in family circle by the elementary education, while the grass-roots level is trying to change their status by the elementary education.Classical elitism elementary education is originated from establishment of system of the key school, differentiation of education investment and deviation of Confucianism. The alienation of the education purpose becomes exam-oriental education and obtaining a job. Screening function of education becomes a main function of the classical elitism and causes a lot of pressures on students, which influence the development of moral and the realization of other education functions. We have been trying to improve classical elitism elementary education for a long time, but the result is not ideality as drawback to the implement of related policy and cognitive bias. Owing to 18th CPC National Congress is emphasizing the education development policy of education in fair and education in moral, some policies of preventing unfair education affairs have been forced by related department, we already have witnessed the improvement of diversified evaluation.The most important thing is that the elite who has accepted superior education in elementary school. This paper is to rebuild the concept of modern elite, explain the meaning of psychology and ethic which belong to modern elite, and regard cultivating elite’s personality, abilities and characters as the modern elite education goal. Modern elite education should be the basic idea on cultivating talents of modernization education, and deserve to become the guide of follow-up government policy. It faces to all of students, envisages the different personality of multivariate elites and their social need, and make the curriculum to the core developing elite character and the basic of performance, and maintain the competition fair, profession respect and equality.
