In the 21 st century, talents, the foremost resources for social and economic growth, are the most valuable, reliable and stable ones. The competition within a country or an area, in essence, is the struggle for talents. In China, importance has been attaching to talent-related to work. In face of new situation and tasks, the Central Committee of the Communist Party of China has proposed strategies for national rejuvenation through science, education and talents, to guide the government’s implementation of talent-related work. Theoretically guiding such strategies, Marxist thought about talents, including vast profound revolutionary leaders’ thoughts about talents, is a complete ideological system that is continuously enriched. To adapt to the needs for China’s socialist work about talents, it is necessary to learn and study Marxist thought about talents while integrating it with specific practices of socialism with Chinese characteristics.Marxism has existed for more than a hundred years since its emergence, so does Marxist thought about talents, which indicates that the thought, having emerged and developed through historical practices, is a scientific truth tested by the practices. As one of the contributors to theoretical treasury of Marxist thought about talents, didn’t only Stalin successfully led national industrialization and agricultural collectivization in the Soviet Union, but also transformed it into a socialist country at an amazingly fast pace during his term of office. All of these achievements he made are closely associated with his talent-related thoughts. With the theoretical support of Marxism-Leninism, Stalin put forward the policies that “all things should be determined by cadres” and “all things were dependent upon technologies”, which was the essence of his talent-related thoughts. The theories and practices of his talent-related thoughts have made precious experience for China’s work pertinent talents. Likewise, lessons may also be drawn from Stalin’s mistakes in issues concerning talents.All in all, Marxist thought about talents, a profound theoretical system, shall be increasingly enriched and improved by incorporating new outcomes summarized by future generations as time passes by. Stalin’s thought about talents, as a component of the system, is examined to enrich Marxist theory about talents and theoretically guide China’s strategies for revitalizing the country with talents, while it shall be adopted for constructing socialism with Chinese characteristics and implementation of talent-related work, which isn’t only the purpose of investigating Stalin’s thought about talents, but also the original intent of writing this essay.Based on historical development, general ideas of Stalin’s thought about talents are primarily summed up by literature review. Besides, conditions and background under which his thought emerged are analyzed. Then, the most representative one of his views about talent that “all things were determined by cadres” and “all things were dependent upon technologies” is illustrated to summarize characteristics of his thought. Meanwhile, theories and practical value of Stalin’s thought about talents are summed up according to concrete socialist construction in the Soviet Union. In the historical context of counter-revolutionaries movement, disadvantages of Stalin’s thought about talents and their negative impacts on practices are examined.It is noteworthy that Stalin didn’t have many thoughts for directly illustrating “talents”, but indirectly talked much about talents in his thoughts. Nevertheless, emphasis is laid on investigating one of the most representative Stalin’s thoughts about talents that “all things were dependent on technologies” and “all things were determined by cadres”.
