Research On Building “Special Talent Zone” Of Undertaking Industry Transfer In Hengyang City

With further development of economic globalization nowadays,international industry transfer has profound impacts on economic development in all countries and regions. Human resource is the first resource for economic and social development.Undertaking industry transfer are supposed to be guaranteed by human resources, which is in agreement with "Talent Strategy" in China. In October 2011, China Development and Reform Commission issued ”Approval on the establishment of demonstration zone to undertake industry transfer in Southern Hunan province”, which agrees to build industry transfer demonstration zone in Southern Hunan. Hengyang City is the centre of Southern Hunan area, thus, its economic development faces unprecedented opportunities. Hengyang is currently short of first-class creative talents or applied-skill talents, etc. To further develop economy in Hengyang,the bottleneck of inadequate talents has to be dealt with.Referring to China mid and long-term talent development plan and according to the current status of industry transfer and talents in Hengyang,some program is systemactically made to build a special talent zone of undertaking industry transfer in the city. This study puts forward a construction proposal for the special talent zone from the viewpoints of ideological principles, talent planning, talent introduction, talent training, talent market, talent development environment so as to set a guarantee mechanism,that is, to ensure successful implementation of the construction plan for special talent zone from the viewpoints of policy, organization, capital and culture as well. This research helps to improve the status of talents,do further job for undertaking in the city, which is beneficial to provide adequate and practical reference for other areas in their industry transfer.Therefore, the thesis has some practical significance and provides theoretical reference for research in talent field.
