With the economic and social development of eastern and southern coastal city of our country, the number of floating population in Dongguan city are increasing year by year and become the inevitable trend in recent years. Generally speaking, Dongguan city floating population itself does not constitute a difficult problem to deal with, the root of the problem are the factors of Dongguan City flowing population management mode and the idea of service provided、policies formulated and management method implemented by Dongguan city and local government. To some extent, population management is an important management of state and social management, also it is a course which need to focus on when modern industrialization of National Society and the development of urban culture in the country.Donguan as an eastern and southern coastal city which have huge number of floating population, the increasing of floating population already become a ubiquitous social phenomenon. How to enhance the management and adjustment of floating population, and how to utilize the effect of floating population sufficiently during city construction and economic development of Dongguan and Guangdong are the important problem have to consider and handle by the city manager of Guangdong and Dongguan. The floating population of Donguan is a ubiquitous social phenomenon as other city inside our country; it will bring positive and negative impact of Dongguan economic development. Unplanned and irregularity population floating will impact public safety and population management of Dongguan, and become one of the important factors hindering economic and social development in Dongguan, how to take practical measures and policies to address this issue has become one of important case which need Dongguan Municipal Government focus on. Currently, both Donguan and other city of our country have some problem on floating population management, the law and regulation of floating population management are incomplete, even if some cities have defined the regulation of floating population management according to actual situation, but as the social shape changed continuously, previous related regulation of floating population management can not meet the requirement of current population management, need further improvement on floating population management. Meanwhile, as the number of floating population of big city in our country are increasing every year and incomplete population management system, caused social security become unstable. social security issue which were caused by floating people broken the law and regulation are increasing. Management of floating population in Dongguan City is going more and more difficult.The management problem of this thesis is mainly to the city of Dongguan floating population according to the investigation of actual was studied, and according to the main problems of public management rules and related administrative regulations related to the management of floating population in Dongguan city of detailed analysis and exploration. This paper mainly adopts normative research, comparative research on the causes, statistics, interview and literature research on the management of floating population and the problems of statistical analysis in Dongguan City, conducted a statistical analysis in order to further improve the management of the floating population in Dongguan City, laws and regulations and related systems, and provide a basis for practical data.This paper mainly from three aspects of Dongguan population and management issues to discuss and analyzed, the first aspect is the status and profile of population management of Dongguan city, including the definition and classification of the floating population and social economic impact from Dongguan floating population. The second aspect is the existence of the public management of floating population problem in Dongguan City, including public management of floating population in Dongguan city system, floating population service and management efficiency, the existence of the situation of enterprises employing units, the number of floating population huge and low quality leads to management difficult and rental housing are widely distributed and fragmented to effective management.. The third aspect is the cause of the problem of public management of floating population in Dongguan City, mainly including the problems caused by the management of the floating population of China’s macro social environment, rising unemployment in urban areas and the employment environment for floating population is not perfect, the distribution of social interests is not uniform, the existence of management defects in Dongguan city social control appears weak and social control system.
