The evolution literacy of teacher is a relative new research area during the teacher professional development. Under the background of China’s elementary educational reform and teacher professional development, this paper mainly based on three essential issues to discuss the development of teacher’s evolution literacy. The basic framework of this research is formed by the three: what’s the standard of the teacher’s evolution literacy, why is it needed and how to improve it. The present research apply vary kinds of methods, like literature research, questionnaire and case study to solve the issues above. And then propose some suggestions for the development of teacher’s evolution literacy.This paper is based on the new requirements for the teachers in the background of the curriculum reform of elementary education and teacher professional development. With the guidance of the developmental evaluation theory, multiple intelligence theory and teacher professional development theory, through the analysis of the existing scholar relative research, referring to foreign research results, the present research builds up the standard of teacher evolution literacy. The present research puts forward the concrete development suggestions based on the questionnaire, which can investigate the reality and find the real situation of the teacher evaluation literacy, and the exploration of the factors. Practical research shows that teachers’ literacy evolution level is low overall; teacher evaluation experience effect on the evolution literacy of the teachers is not significant; attitude, knowledge and ability of teachers on evaluation shows positive correlation trend status, which proves that teachers need development evaluation literacy in reality and in theory. Therefore, the development of teacher evaluation literacy is a real necessity of the reality.Under the background of new curriculum reform and teacher professional development, on the basis of the theoretical analysis, the present research constructs the structure of teachers’ evolution literacy. It is a fusion literacy structure, including attitude, knowledge and skills. Specifically, the required literacy of teachers in primary and middle schools of our country is mainly manifested in three aspects: one is to have sufficient knowledge of classroom evolution and a certain amount of standardized test knowledge; the second is to the positive attitude of the classroom evaluation and external evaluation; the third is to possess consistent knowledge and attitude of evaluation with the five basic skills. The development of teachers’ evolution literacy is the business of both the government and the school, especially teacher’s own responsibility. Combining all the factors that can promote the development of teachers’ evolution literacy is the only way to promote the development of literacy teachers.
