Research On Government Responsibility Of The Promotion Of Elementary Education Fairness In Ordos City

The fairness in education is of great importance in social fairness, and it is becoming the most essential starting point of the reform of education system. The third plenary session of the CPC Central Committee approved a decision on "major issues concerning comprehensively deepening reforms, in which the policy goals were all pointed out such as, promote education fairness, narrow the gap among different regions, and between urban and rural areas, allocate and promote the flow of education resource in urban and rural areas, balance urban and rural compulsory equilibrium configuration, adopt public schools standardization construction and the principal rotation. Premier LiKeqiang also made it clear that:"education fairness, to some degree, is the starting point in fairness, it is the important foundation of social fairness". All the mentioned above clearly prove that promoting basic education fairness is one of the essential work for government. Balanced education is an important means of realization of basic education fairness. The development of balanced basic education is speeding up and favorable conditions are provided as the western development strategy is being well implemented. In the meanwhile, proper allocation of education resources provides a good material basis for western national regions. And the relevant laws and regulations on the basic education fairness and balanced development of education provide corresponding legal basis as well. That is why basic education fairness has become a development goal of Ordos city in recent years, in which fair "Ordos light" can cover all children. And relevant municipal education development plan and documents were releas edin Ordos so as to ensure equal access to compulsory education and urban and rural areas children enjoy equal policies, strengthen basic education schools standardization construction and equipment purchase of investment, optimize allocation of teacher resources and so on. This paper gives a brief introduction to the responsibility of Ordos municipal government in achieving the balanced development of basic education and the promotion of basic education fairness.This paper is divided into five parts. The first part is focused on the origin of education fairness and the important role of elementary education fairness in education reform, in the meantime, the role Ordos municipal government plays in the realization of basic education fairness is clearly clarified. The second part is about the present situation of the basic education fairness in Ordos. The aim of the third part is to expound the measures and results in promoting the elementary education fairness in Ordos city. The fourth part analyzes the defects and their causes of Ordos government in elementary education fairness. The fifth part focuses on some proposals on the realization of elementary education fairness in Ordos.
