In order to develop high level learners and responsible citizens, "service learning" arised at the historic moment. Early study of service learning abroad mainly concentrated in primary and secondary school education, higher education. In recent years,the practice of service learning gradually expanded to adult education and other fields. In our country, service learning is introduced into education field in the early 21st century, however, community education researchers and practitioners have not paid attention to service learning. In fact, some community colleges have emerged service learning activities, some community education workers have unconsciously acted as pioneer in service learning practice. With the construction of Shanghai community practice guiding site, community education will meet new opportunities and challenges, while, service learning which emphasize the integration between community service and knowledge learning is likely to be a breakthrough for the development of community education.Service learning and community education contain each other, complement each other, both involve the problem about community and education. In the perspective of community education, service learning firstly present as a complete process of experiential learning, secondly appears as a complex system. In case of Shanghai L Community College, this paper focus on the development of service learning program, with the purpose of spreading the concept of service learning.By tracking service learning programs of L community college, it is found that the development of community service learning programs generally contain six links:"understanding the function and significance of service learning","establishing mutually beneficial relations of cooperation","choicing a theme","drawing up a plan", "implementation"and"celebration". Among them, The links of "understanding the function and significance of service learning"and "establishing mutually beneficial relations of cooperation"are the stage of preparation,the links of "choicing a theme"and "drawing up a plan"are the stage of planning and design, the link of "implementation"is the stage of performing specific activity, the link of "celebration" is the last stage of summary, the four stages constitute the developing process of service learning programs.At the same time, the development of service learning programs are facing many challenges, for example, the workers of community education learn little about service learning, macro regulator over regulate during developing, shortage of microscopic developers,the integration beteween community service and knowledge learning is not enough, the service content is given priority to charity, reflection is neglected.Overall, there are three ways to improve the development of community service learning programs:"promoting the theory of service learning","relying on volunteers action", "designing effective reflection".
