Applying Survey Research Evidence To Develop The Guide Of Out-of-school Time Program In Shanghai

Out-of-school time program(OST) is an important part of basic education and plays an increasingly important role in education for all-around development. At present, there are so many problems in out-of-school time program in Shanghai, such as repetitive teaching, knowledge convergence fault, rejection to "no basis" students, all of above make OST unable to meet students’ learning needs and the party’s education policy and so on. Therefore, the research and development of guide in out-of-school time program is imperative. Furthermore, the guide should uphold international and domestic advanced educational concept, making school education more systematic, scientific and reasonable.Based on consulting the reference, the domestic and foreign research status and practice research of OST field were overviewed and the gap between domestic and foreign were compared,then the necessity and value of the development of curriculum guidelines were proposed. By surveying the 776 curriculum of OST held in Shanghai from 2010 to 2014, the multi-dimensional features were analyzed, such as the regional distribution,study section distribution, curriculum objectives, curriculum structure,opening time, the number of participants.Especially a separate analysis on the biology were made to have a preliminary understanding of the biological OST. According to the requirements of the relevant documents in OST, the guidebook of Shanghai out-of-school time program were developed.In the exploitation of the guidebook, experts on OST were interviewed to investigate and analyze the positioning and the theory and practice of the OST, the goals of curriculum, whether it reflects the modern educational philosophy, whether it reflects the characteristics of Shanghai and so on.The research indicate that although more and more schools and units increasingly pay more attention to out-of-school learning program in the background of all-around development education, there are several problems with the development of OST in Shanghai, such as subject distribution imbalance, age group maldistribution, large differences in urban and suburban OST’s development, ignorance of knowledge objectives’ achievement, excessive number of universal biology curriculum, lack of continuity in OST’s curriculum and evaluation and so on Therefore, in order to promote out-of-school time programs in Shanghai, the OST still need to be more scientific and normative and the study of the guide still be attached with more efforts of the educators.
