Equalization is the theme of development of China’s compulsory education currently, to realize the equality of education, we must co-ordinate urban and rural education, promote the integration of urban and rural education. The balanced development of compulsory education, carrying people’s eager hope of the fairness of education and quality education, is another major strategic task of China after the popularization of nine years’compulsory education. But because of uneven regional economic development, deviation of education policy implementation, causes our country’s uneven development of compulsory education is more and more obvious. This kind of uneven development goes against the principle of fairness and justice, is not conducive to social harmony, but also seriously affect the healthy and sustainable development of education itself, and the masses’ardent expectations of the fairness of education.As for our country, the center of gravity of the balanced development of compulsory education is in rural areas. Facing a serious imbalance problem between urban and rural education, how to narrow the gap between urban and rural education, realize relatively balanced development of urban and rural education has become an urgent issue.The construction and improvement of school conditions are material base of realizing the balanced development of compulsory education, the standardization construction of primary and middle schools in urban and rural areas is an important measure to carry out the Scientific Outlook on Development, promote the balanced development of urban and rural education, realize the education fair, and overall planning of urban and rural education, build a platform for the balanced development of compulsory education. This paper takes W Country X Primary School as a case, investigates the present status of the implementation of the school standardization construction, and summarize the achievements and existing problems in the process of its standardization construction, analyzes the reasons, then puts forward the solving strategies.The introduction part, mainly introduces the background, significance of the research, through the relevant research of standardized school construction analysis of domestic, identifies the research ideas.The first part mainly discusses the significance of development of rural education in promoting education fairness, serving the new rural construction, balancing urban and rural development and promoting the rural teenagers on the comprehensive and healthy development.The second part first makes an overview of the selected object of W Country X Primary School, under the background of the implementation of standardized construction in X primary school, through the research of X primary school, summarizes the achievements that school has been made, at the same time, through comparing with the urban Third Primary School, reveal some problems of X primary school, mainly in the basic construction, teachers’construction, the construction of school-based curriculum, school standard management.The third part mainly analyze the reasons of problems above. The reasons lie in: the deviation of rural education value orientation; the education function of government doesn’t reach the designated position; the limitation of "county based" education finance system; the title evaluation and personnel system of rural primary schools are unreasonable; the reality plight of school-based curriculum development in rural primary schools.The fourth part of the text in view of the existing problems, puts forward some improvement measures, including:rural primary school education must return to the life of the countryside; the government should further clarify its educational responsibility; continue to increase investment in education; multi dimension optimization of rural teachers team; countermeasure and suggestion of the school-based curriculum development in rural primary school.
