Education is the first of development and teachers are the first of the education. In the 21st century, with the development of new round curriculum reform of elementary education and the introduction of Professional Standard for Teachers, the society brings up a higher requirements for English teachers of primary school. The objective of pre-service primary English teacher education is to foster highly qualified primary English teachers who have modern education concept, solid basic knowledge of English language, wide range of cultural and scientific quality. Pre-service education is the foundation stage of teacher education of primary school. It plays an important role in teacher’s education. Curriculum is the core of teacher education; it directly relates to the quality of pre-service teacher education.Under the background of new curriculum standard, this study takes the curriculum design of Chongqing Normal University, Chongqing University of Education, Chongqing University of Arts and Sciences as research object and uses comprehensive methodologies of literature review, comparative analysis, questionnaire survey to collect and analyze data in order to analyze the problems of the curriculum. Taking the requirement of New Curriculum Standard of English for English teacher as standard, this paper tries to find out the gap between the standard and the curriculum as the hope of providing preference for the curriculum design of the investigated school.This study is divided into six parts. Firstly, it makes a general introduction of reasons of how the question is listed, the literature review, the significance of this paper and the specific methods. Secondly, it interprets the new curriculum standard of elementary school from five aspects, including the background, foundation, principles, guiding-ideology and content, which makes a foundation for the study. Thirdly, it focuses on analyzing the teacher’s qualities under the background of new curriculum standard from aspects of education belief, professional knowledge, professional competence and professional cordiality. Next, comparative analysis is conducted on the scheme of primary school English education of investigated schools to find out their similarities and differences; and by designing questionnaires about the curriculum design of pre-service teacher Education(including students’questionnaire and teachers’ questionnaire), the author conducts them on 150 juniors and seniors in this major and 30 fresh primary school English teachers who graduated from these school to investigate the quo statues of the curriculum design and to know their satisfaction, expectation about the curriculum development. In consideration of the problems of the curriculum design, this study tries to put forward some measures and suggestions to improve and perfect it. At last, it summarizes the study and points out deficiencies of the research and expectations of the future research.
