Teacher in university is the first resource of the development of higher educationcause, to our country the construction of socialist material civilization and spiritualcivilization plays an important role, and to establish a rational structure, qualityexcellent teachers in colleges and universities without reasonable flow of teachers.Therefore, to construct stable and effective mechanism of college teacher flow, form arational and orderly flow of teachers, is to strengthen teachers team construction, thekey to realize the sustainable and healthy development of higher education enterprisein our country.Since reform and opening up in1978, our country has experienced from the flowof university teachers closed, lack of flow to the big changes of the flow. As collegeteacher flow gradually strengthen, there are also gradually exposed the shortcomings.In the context of the current actual situation, loss of university teachers’ dominant andrecessive loss phenomenon is relatively serious, the intensified region betweenteachers one-way flow, college teacher flow between higher frequency, by theuniversity to other industry turnover rise and other issues. Investigate its reason, therational flow of university teachers is not mainly affected by social environment,university organization and individual teacher three aspects of factors. Especially theuniversity organization and the micro influence factor for the formation of teachers’individual level to a certain extent, restricted the rational flow of teachers in collegesand universities. In order to change the current situation, to establish a stable andeffective micro mechanism of college teacher flow is imminent. American collegesand universities have formed comparatively perfect mechanism of college teacherflow, from micro level can be subdivided into gravity mechanism, power mechanism,conditions, mechanism, the responsibility mechanism and the elastic mechanism offive parts. Using the experience of American colleges and universities and combiningthe actual situation of our country, the microscopic mechanism of college teacherflow in our country can be divided into incentive mechanism, communication mechanism, the coagulation mechanism, restriction mechanism and operatingmechanism. To build the effective measures of the microscopic mechanism of collegeteacher flow in our country are: through the sound organization and management tostrengthen operation mechanism; By respecting teachers’ individual demand tostrengthen incentive mechanism; Agree with teachers’ professional characteristics tostrengthen communication mechanisms; Through a sound system of organization inorder to strengthen the restriction mechanism; Through creating a good organizationalculture to cement coagulation mechanism.
