Study On Evaluation System Of University’s Financial Performance In Henan Province

Performance evaluation of the performance of financial management is the key to highlight the management focus, improve the management level.Through the scientificfinancial management’s performance evaluation of universities, this paper provide reference for resources’optimal allocation, reduce management risk, and improve the efficiency. This study reviews the history of the financial management of universities in Henan province, point out the real problems of financial management, and on that basis find the approach to improve the performance of financial management by solving the existingproblems in the financial management mechanism. This paper also build the evaluation index system of the performance of financial management to provide theory support for the operation of the financial management work. As a case studyof a university in Henan province, we provide an empirical analysis to study the effective ways to improve the performance of financial management.Taking the condition of universities’financial management in Henan province as the research object, the qualitative and quantitative analysis of how to improve the performance of financial management, as the management on optimizing the allocation of resources, grasp the key to provide basis for performance improvement.This paper firstly reviews the course of universities’financial reform in Henan province, and divide the financial managementcourse intothree stages, which is the period of planned economy,the period of exploration and the period of improve the financial management.After that, this paperdiscusses the specific ways and methodsto theperformance evaluation ofuniversities’financial management in Henan province ways, established a set ofuniversity financial performance evaluation index system including four aspects of15indicators by combine the originally fragmented financial indexes, and provide thecomprehensive and accurate investigation of the current universities’financial performance.On this basis, the fuzzy comprehensive evaluation for Auniversity’s financial management situation is analyzed:the financial management index weight has been built through the analytic hierarchy process (AHP) by widely collecting the opinions from the experts; the performance of financial management has been established based on fuzzy evaluation set; after thatthe financial management performance score has been calculated. On the special case of A university, we analyze how to improve the financial management performance in the future.Finally, the article for the further research in this field was prospected.The main research methods used in this paper and the research conclusions are as follows:through literature analysis method, the status quoperformance.existing problems, and causes of universities"financial management in Henan province has been discussed; a performance evaluation index system has been established;through hierarchical analysis method with a case study of A university.a weight quantitative index systemhas been built, which can effectively reflect the working focus and direction of the optimal allocation of resources;by fuzzy comprehensive evaluation,the performance of financial managementscore is61.5539, which is because the asset performance and scientific research level is not high, and means in the future Auniversity need to enhance the management level of these two aspects, strengthen the financial management of colleges and universities performance level.Through the qualitative analysis of the status quo and existing problems of universities’ financial management in Henan,this paper systematically studies the processes and methodson financial performance evaluation, as well as A specific case analysis of A university. The purpose of this paper is to improve the use efficiency of funds, optimize the quality of financial management, andcontribute to the scientific decision-making reference.
