Nowadays, the expectation to improve education quality is increasingly ardent, excellentteachers are pillars to promote education revolution and improve education practice, pursuit of excellenceis the inexhaustible motive force to accelerate teacher’s professional development and career growth. Inrecent years, British excellent teacher transfers from a kind of value appeal to practice, meanwhile, thesignificance and connotation of excellent teacher has deepened and developed continuously during theprocess of practice, and formed a comprehensive training mode gradually, became the vane to usher thedevelopment of excellent teacher. The practice of excellent teacher policies can not go far without thesupport of education department, this dissertation bases on the attention to excellent teacher, carding therelevant policies texts, rational analyze and explore the path of British excellent teacher policies’development. This study has a deepen explore of the relevant policies texts in a comparative perspective,starting with analyzing policies texts, to probe the background, development history, main contents,implement effects and existing problems, summarizes the characteristics of British excellent teacherpolicies, in order to obtain the beneficial references for us to make policies which relates to cultivateexcellent teachers.Besides introduction and conclusion, this dissertation contains five parts:Part one is the background of excellent teacher policies. Excellent teacher has became Britishteacher education’s value pursuit and practical exploration, Labor Party’s The Third Road and Mr CameronClegg coalition government’s governing idea and the prevail of new teacher professionalism are the directfactors which influence excellent teacher policy. Part two is the conclude and developmental research of excellent teacher’s polices, according tothe chronological order expatiating the core content of Advanced Skills Teachers Scheme, ExcellentTeacher Scheme, and Training our next generation of outstanding teachers etc.which lies in the nineties tothe end of the20th century, the beginning of21stcentury and2011respectively, they are formative period,evolution period and deepening period.Part three interprets the implementation process, implementation effect and existing problems,the beneficial contribution, difficulties and shortages.Part four using policy developmental perspective integrated the features of excellent teacherpolicies during the perfect of process, they are the value guidance to pursuit excellence, the practice basisof highlighting utility and the developmental orientation of manifesting development.Part five states the enlightenment for training excellent teachers and building high qualityteaching profession, proceeds with excellent teacher’s standard, performance management, collaboration,lifelong learning, promote to explore the path to cultivate excellent teachers in China.
