Different from general education in China,secondary vocational education is an important part ofeducation system which directly satisfies the needs of economic society. It closely connected with the localeconomic society, aiming to train professional talents. The construction of Central Plains Economic Regiondevelops by leaps and bounds recently, not only He Nan province but also the whole country needs moreand more professional and technological talents, while Yuan yang is also in a crucial period of industrialstructure adjustment and rapid development of economy. Therefore, as a provider of local professionaltalents, it is keen challenges at the same time good opportunities for secondary vocational education.Secondary vocational education has a public nature, it can not develop without government support. So, itis the country government’s responsibility to provide support for secondary vocational education. Countrygovernment plays an important role in the development of Yuan Yang secondary vocational education, butfrom the present situation, the role of government has not been fully exploited, there are also manyproblems the government has in promoting the development of secondary vocational education that need tobe improved. Therefore, the country government should clarify its own responsibility and make policies topromote the development of Yuan Yang secondary vocational education according to its own localconditions.This thesis takes the basic theories of pedagogy, management and sociology as guides, use literatureresearches and empirical investigations to discuss the responsibility of government in developing YuanYang’s secondary vocational education. The author firstly elaborates the present situation ofsocio-economic status, demands of talents and the development of secondary vocational education. Thenanalyses the behavior of Yuan Yang Country government in promoting the development of secondaryvocational education and discusses the achievements and deficiencies in it. Finally, combined with foreignexperiences, this thesis puts forward some suggestions and countermeasures according to the problems thatexist in the government’s behaviors in promoting the development of secondary vocational education sothat it can give some theoretical supplements and practical references for China’s country governments topromote the development of secondary vocational education.
