Current Situation And Development Counternieasures Of Community Sports Development In Fenghuang County

In recent years, with the profound economic and social changes, County PartyCommittee and County Government of Fenghuang have adhered to the "Three ZoneIndustry"(taking tourism as the leading, promoting new industrialization, agriculturalindustrialization, and new urbanization road) of the County’s economic developmentcharacteristics, speeding up the urbanization process, gradually improving urbanresidents, and enhancing physical exercise consciousness as well as community sportsdevelopment, and the order of Fenghuang.In this paper, through a variety of research methods of field investigation,questionnaire survey method, literature method, interview method, and logic analysismethod, analyzes the development status of Fenghuang Town community sports, anddraws the following conclusion:1. In recent years, Fenghuang County has comprehensively implemented "Outlineof the Nationwide Body-Building Plan", starting and promoting the second phase of theproject of the nationwide body-building plan, vigorously promoting the national fitnessproject and the residents of amateur life, affecting Fenghuang people’s way of life,speeding up the city development, and showing the beautiful town of youth.2. In6communities of Fenghuang Town, Female sports participants are higherthan the male. Many middle-aged and elderly people, particularly the number of retiredwould like to participate physical exercise and cultural level.3. In6communities of the major Fenghuang Town, sports participants want toenhance physical fitness through exercises, participate the project mainly through longwalking, jogging, hiking, or square dancing. Participation time is mainly in theafternoon or in the early morning. People exercising over3times per week accountedfor only15.6%. The average sports consumption level of the residents is low; the activepoint is in a small scale; uneven distribution to communities of Fenghuang Town;averagely, social instructor quantity of every1000people is only0.6, which is lowerthan there is1or2social sports instructor of every1000residents in Xiangxi Prefecture.4. There is one sports management coordinator of6communities in FenghuangTown. Most of them are the retired. The kinds of sports activities of the residentsinclude personal activities, physical gym, physical association, physical communities,physical club, and community. There are sports station organization types (gym), allkinds of sports associations and sports associations, sports clubs and activities ofcommunities. Lack of the funding, community sports facilities are inadequate.5. Main factors controlling sports of6communities in Fenghuang Town areresidents’ cultural level, residents’ leisure time, size and level of development of thecommunities, the community sports environment, and community sports policies and regulations.Advice: Firstly, follow the “Rules of Nationwide Body-Building” and “NationwideBody-Building Plan (2011-2015), strengthen nationwide body-building, enhance toeducate the consciousness of nationwide body-building, and scientifically spend thespare time. Secondly, scientifically arrange the land use of sports, improve theconstruction of sports facilities, integrate human resources, financial resources, and toolresources, and form the strength of supporting sports development of the communities.Thirdly, enhance structure construction of sport instructors, improve the system usingthe certificate, display finance costs, and encourage sport instructors to guide sportactivities of the communities. Finally, create a good sport environment of thecommunities, build a city adapting to live and travel, improve the system oforganization and management, advance the sustainable development of communitysports, reform criteria of evaluation, and establish a scientific, order, and fair evaluatingand challengeable system of community sports.
