As a new form of employment, Labor Dispatching is making a significant influence on the development of labor market of China. After the implementation of "Labor Contract Law", the abuse of Labor Dispatching has been a very serious problem, which has also aroused widespread concern and condemnation. In this case, our government unveiled "Labor Contract Law (Amendment)" and a series of other laws and regulations from2013, aiming at proposing new regulatory requirements to regulate the behavior of hiring enterprises and labor dispatching enterprises. Shanghai is the frontier of reform and opening up regions of China, so the development of its economic and labor market is rather typical. With the personnel system reform process, the Labor Dispatching has become a mainstream form of the series of "non-employment" for universities. As a particular hiring department, the Labor Dispatching of universities has attracted extensive attention.Taking it as the background, using the case study method, making Labor Dispatch system in University H in Shanghai as the research object, collecting data and information through Literature Research method and Society Survey method, analyzing the causes of existing problems based on the theories and analytical frameworks of Institutional Economics, this paper tries to explore the direction and way to innovative the Labor Dispatching system of University H, propose reform strategy to reduce legal and management risks, and make the system standardized ultimately.This paper is composed of six chapters:Chapter One introduces the background and significance of the research, makes a review of the relevant study of literatures and an introduction of relevant concepts and theories, and then proposes the research purposes, methods and paths.Chapter Two generalizes the background of reformation of Labor Dispatching system in University H from five perspectives including "foreign countries","domestic","the city of Shanghai" and "universities", and then makes an introduction of University H.Chapter Three describes the process of empirical research, namely exploring the status of the Labor Dispatching system in University H through questionnaires and in-depth interviews, including the overall characteristics, the degree of regulation and the cognition of staffs.Chapter Four points out the existing problems of Labor Dispatching system in University H according to the legal regulation, analyzes the causes of the problem via the analysis framework of Institutional Economics.Chapter Five analyzes the motives of its reformation using model of Institutional Change theory, proposes the whole idea, the principles and specific strategies of reformation combined with the actual characteristics of Labor Dispatching system in University H, and demonstrate the feasibility of the idea, based on the analysis of the causes of the problems.Chapter Six makes a comprehensive summary and reflection of the whole paper, explains the limitations and research prospects of the study.
