After decades of adjustment and improvement, Mauritius has been achieving universal basic education and getting productive outcome in persuing quality education. To exploit valuable experiences and inspire other African countries, this paper analyzes Mauritius important basic education policy documents combining basic education reform background of different time, showing the revolution, efficiency and exiting problems, then sum up the characteristics and influencing factors. The full text is divided into four parts:The first part is documents analysis, to learn the situation of Mauritius basic education research through analyzing of foreign and domestic basic education documents. The second part is society, economy, education-history background of basic education reform and corresponding influences on basic education. The third part is the main part, which contains stages:the first stage(1960s-1970s)intended to strengthen infrastructure construction and improve the enrollment; The second stage(1970s-2001) aimed at the implementation of compulsory primary education and providing free secondary education, strengthening vocational education and early childhood education, gradually establishing the nationality input mechanism, and then building up a complete system of basic education; The third stage(2002-nowadays) is pursuing high quality basic education stage, during this stage, more students can enter secondary school and been payed more attention to their all-round development, the school curriculum combined with the social demands after the CPE(Certificate of Primary Education) examination reform. The fourth part, to analyze the characteristic of basic education, summarize the international and domestic factors and present the results obtained.
