The Improving Research Of Social Aging-care Service System Of Jilin Province In The Background Of An Aging Population

Along with the continuous innovation of modern medical technology and improvement ofpeople’s life quality since entered the21stcentury，the worldwide aging population is growing.In2003，Jinlin Province entered into an aging society. For it has been a short time，theunderstanding of the challenges and opportunities of aging society is not sufficient.However，the development of aging population and aging rate are rapid. There are severalpractical problems in the process of combined development that require us to be fullyprepared for a rainy day. What’s more，it is also our duty to find out strategies and approachesto solve the problems. These measures are needed to be build an an in-depth basis，whichrequire both traditional culture and useful experience of western countries. In this way，wewould form a line and old-age security system for Jilin Province to face the future andsustainable development.By the end of2013，elderly people in Jilin Province who more than60years old hadreached4.12million，14.9percent of the total population. It is expecter to reach4.9millionby2015，16.3percent of the total population. By the year2020，the elderly population willreach5.94million，accounting for21.35percent of the total population. In2030，it will reach8.39million，accounting for28percent of the total. The elderly population will be over10million. Compared with many countries’ pension socialization process， aging is alsopresented in Jilin as disabled elderly，senior citizens，empty nesters，and high proportion ofpoor elderly. Life care calls for the growing elderly care service，rehabilitation care，spiritualculture. As for the aging process of the grim situation in Jilin Province，we are required tobase on the basic situation in the province. According to the government-led policy support,social participation and market-driven principles， economic and social developmentcoordination of the new system of social services is required to help older people to share theresults of reforming and development.Old-age security is a complicated systematic project，involving with all aspects of life inthe elderly. In addition，basic living, health care, housing and other physical economicsecurity are very important parts. The only problem is the pension services. For the elderpeole, due to the decline in physical function, money is not enough to solve the difficultiesthey faced. Thus, as population movements accelerate the growing elderly population,pension services result in more problems. CPC Central Committee and State Council hadattached great importance to the main reason for the "priority development pension services"Their integration devided into the" five national" plan. The18thparty’s report noted that，positive response to population aging is to develop business and industry. Social Security hasbeen long supported by the Government’s financial. Pension funds are in needs of severalhundred billion dollars a year to pay for more than financial capital subsidy to compensate.When it is difficult to meet the needs of the community old-age security, it has been livingbeyond their means. Then we will continue to bear weakness massive expansion of theelderly services cost. With the rapid growth of aging population，the pension services isworsening. Highlighting the elderly medical rehabilitation, life care, spiritual culture,housekeeping services and other needs, the traditional business model in terms of pension are unable to meet the needs of economic and social development. Severe challenges are aroundthe corner.This article aims to explore this issue. On the basis of the traditional sort of old-agesecurity theory and practice, I elaborate the province home care, community care andinstitutional care service development in general. By using the dynamics equations ofVensim，we create a dynamic model. Expanding the connotation system of social services andthe outer edge had made the aging population a new system named "Six in One of socialservices". To be specific，there are based home care, community care-based，culturalendowment for the pursuit of community health and protection of convergence. Social forcesare fully mobilized to actively participate in improving pension service mechanism. Inaddition，the author puts forward the idea of innovation and development of new socialservices system. To improve long-term care insurance，building the province aging industryfor the province’s further innovation and development system (2016-2025) medium-termplanning objectives requie long-term vision.The18thparty’s report put that，building a harmonious society must be safeguard andimproved to people’s livelihood. In respond to the aging population, we need to develop theaging industry services. In August16,2013，Premier Li Keqiang stated，to accelerate thedevelopment of pension services, government guaranteed the basic bottom line. To promotethe development of pension services，social are forced to become the protagonist. We mustactively implement the requirements of the central system of social services, accelerate thepace of development of China’s social pension services and improve the quality of service forthe old society.
