Phonetics, the materials basis for language communication, serves as the carrier andexternalization of language competence. Teaching phonetics is a fundamental part of thefoundation stage for English language learning. As stipulated in the “English CurriculumStandards”, the primary school graduates should reach Phonetics Level II, with specificrequirements in pronunciation, accent, linking, intonation, rhythm, etc. Since primary school years iscritical for teaching and learning phonetics, concerns are constantly drawn from scholars to surveying andresearching in phonetics teaching and learning in this stage. However the achievements they have achieved,phased teaching objectives are rarely touched. Teaching objectives, as the starting point as well as the goalof all teaching activities, determines the content, process, methods, evaluation, and effectiveness ofteaching, and thus decides the overall picture of teaching. Thus the rational design of teaching objectivescan determine whether the teaching activities will succeed.In this paper, questionnaires, interviews, and case studies are introduced. The current situation ofprimary school phonetics teaching is first analyzed. And then, based on theories on second languageacquisition and rules for child phonetics development, combining elaborations on view points with casestudies, a phased teaching objectives design for primary school phonetics teaching is put forward. Andcorresponding strategies for phonetics teaching were suggested for each phase.It is hoped that this study can attract more attention from English educators on phasedteaching objectives design, and that enriched researches can help improve phonetics teaching.
