The Logic Of Public Power Practice In Village During The Resource Scarcity Period

This paper investigated the operation process of performing the public power from the production team in the rural society that represented the collective interests influencing by the factors of systems, social senses, and other factors.The data collection methods of this research were mainly literature and interview. On the basis of the large amount of literatures, through many interviews of the old cadres, the characters and events were described through their dictations, meanwhile, the analysis was conducted by narrative methods.As the research showed, the public power of the production team played an important part in the aspect of resource production and allocation. The performance of the public power ensured the normal development of production and food allocation, which in turn maintained the stability of the social orders. Under the centralized planning system, the national power was everywhere and formed a strict set of mechanism, therefore, by the strong organization and system support, the performance of the public power showed the features of playing by the rules and principles.The traditional culture representing by the social senses regulated the social orders which were accepted by the public. When the power of state try to control the rural society, the traditional customs and culture became the objective resistance that against the power performance. Moreover, alternative power performance became another choice for extending the power network and controlling the rural society. The paper thought that the performance of the public power of the production team showed the double-track operating system with both obeying and alternate, however, the influence from the public recognition and social senses cultivated under the national system and political power became the main reason of generating this phenomenon. Meanwhile, there was an internal relationship between the double-track operating system and the entire social resource scarcity.This research of the public power of the production team in1970s will provide some kind of experience and suggestions for the current autonomy system and innovative social management.
