The Evolution Of China Communist Party’s Rule Of Law Thoughts Since 1978

From ruling to governance is the common rule of China and even the world’s political development,good governance means one country has been the ideal state. As one criterion of measuring one country has been good governance or not, rule of law is the constitution and law must be the highest authority in the country,everyone is equal under the law and nobody has the privileges beyond the law.With the governance modernization,Chinese Communist Party put forward a main purpose of promoting rule of law comprehensively and building China governed by law, in Fourth Conference of 18 th Congress of CCP.It creats a new dimension of legal construction.The CCP has sought the legal construction around seizing the state power since its ruling in some areas.After new China,CCP abolished old laws and created new legal construction.After the destruction of “cultural revolution” to the legal construction,CCP paid more attenation to the democracy and legality.Since 1978,our country kept focus on economy and recovered and rebuild the laws ungently.The legal construction made remarkable achievements during this period.Rule of law was eatablished a basic strategy in ruling a country in Fifth Conference of CCP,all kinds of affairs were brought into the legal track step by step.The socialist legal system had been formed basically,people’s understanding of laws had been improved greatly,the ideological and moral education had been enhanced greatly,and the legal system turn to rule of law basically.The main purpose of building a comprehensive well-off society represents a higher request in all fields of our country,deepening reform comprehensively requires more perfect legality guarantee,our country governance demands legalization inherently,CCP assess the situation immideately,promotes rule of law comprehensively and building China governed by law in Fourth Conference of 18 th Congress.So far,rule of law has been to one method of governing the state and the main purpose.Investigating rule of law thoughts from CCP’s literature of previous Sessions and Plenary Session, comb and analyze them, explore the background of them, we can comb CCP’s rule of law thoughts’ track smoothly,and grasp it accurately.
