Comparative Study On China And American Local Government Performance

At the present stage, China is in a special period of social transformation and crucial reform, and the contradiction between the government and the public needs is of potentially upgrading within a certain range, which ends up with a low public satisfaction with government agencies. On the one hand,it leads that the performance of public services provided by the Government does not meet the public demands;on the other hand, the rapid development and changes of the era make work and management of government departments seem backward and inefficient. It often occurres non-standard phenomena in government administration,such as government’s inaction or government disorderly conduct. These phenomenaon exert a very bad influence directly on the level of government performance and image of the government, even lead to public confidence crisis in the government. Therefore, developing and promoting local government performance evaluation have high aspirations.This paper mainly uses reference research method, case study method and the method of comparative research, through which the writer selected the two representative performance appraisal practice case studies of China and America, and made a detailed analysis respectively from the main performance evaluation implementation of content,methods and data analysis methods of the two practical cases from the specific operational level. Against the practical case of the United States, the paper summarized on its innovations in local government performance evaluation subject and methods in detail;besides,it proposed strategy and decision-making basis for the government that should be taken in order to raise the level of the current situation of local government performance,which was studied in the hope that it plays an important significance the government of our country can learn.
