Since the 1980 s, environmental justice movement after another, from United States Quickly spread to the world,equitable distribution of environmental rights and obligations,become the common voice of vulnerable groups.Environmental justice means fair distribution of environmental rights and environmental obligations. The main subject of Environmental justice is not affected by the national, ethnic, color, gender, class, wealth, status and other factors, each subject in balancing environmental rights and sharing environmental obligations should be equal, in the enjoyment of environmental rights should also fulfill environmental obligations,namely to achieve an equitable distribution of rights and obligations.Wave of globalization makes the consequences of environmental problems in developing countries particularly intense, Developing countries excessively bear the double duty of pollution and environmental governance.This phenomenon reflects the developed and developing countries have a huge inequality in balancing and sharing the rights and obligations.Therefore, the current outstanding problems in international environmental justice is equitable distribution of rights and obligations.International environmental justice, mains fair and reasonable distribution of environmental rights and obligations between developed and developing countries in international environmental affairs.At present, many environmental injustice exists in international community.Causes of international environmental injustice have four points,Including the imbalance of economic development, Unlimited conflicts between limited resources and people naturally need, Anthropocentrism and unequal social relations and social structure.The achievement of international environmental justice need establish many distribution principle of international environmental justice, According to the principle of same circumstances the same treatment, different treatment of different situations,in addition to continue promote implementation of the principle of common but differentiated responsibilities,Should also establish the principle of equality;The principle of equitable participation;The principle of priority to subsistence and Principles of ecological compensation; to ensure achievement of international environmental justice.
