A Study On The Legal System Construction During Liu Jin Tang Administration In Xinjiang

In the 14 years from 1876 to 1889 in Xinjiang, Liu Jintang first as the commander at the front under the leadership of Zuo Zongtang to recover Xinjiang. in1880, Zuo Zongtang drafted into the cabinet, Liu Jintang was appointed supervising the Xinjiang military Government Inspector, managing the aftermath of Xinjiang. In1884, it formally established a province in Xinjiang, he has served as the first Governor of Xinjiang.Papers will focus on the period from Liu Jintang appointed as Minister to him outgoing Governor. Putting the establishment of Xinjiang Province as a key point in time to launch, mainly basic carding and summarized on the legal construction of this period.Paper is divided into three parts: introduction, text and conclusion. Text part four chapters: first chapter is about the administrative legal construction during Liu Jintang ruled Xinjiang, specific including the construction of administrative management system and official management system; second chapter is about economic legal construction,including the economic legal profile before Xinjiang was established as province and the economic legal development after the establishment of Xinjiang province, the latter is divided into the feudal land tax system, monetary system reform and trade with Russian; third chapter is about criminal legal construction, including criminal profile before Xinjiang was established as province and the criminal legal construction after the establishment of Xinjiang province, the latter part around about the modifications of the autumn trial system and the flexible management of criminals who were sent to Xinjiang; Fourth chapter is about the judicial building, including judicial profiles before Xinjiang was established as province and the unification ofjudicial powers after 1884, the judicial practice of Liu Jintang in Xinjiang. The latter including the murder and theft cases, administrative cases and frontier cases.The conclusion makes a summary of the thesis and restates its main points.During the period that Liu Jintang administration Xinjiang, his main contribution on construction of legal system in Xinjiang was to complete the establishment of Xinjiang Province, to promote Xinjiang administrative rule of law, economic law,criminal law and judicial system of mainland uniform; work around implementation of the autumn trial to accelerate onto the path of stable development.
