Research On The Effect Of Community Party Building On Community Management

With the deepening of China’s reform and opening up and the rapidly developing market economy, the society is taking more functions originally taken by units with communities as the main force. It has become a key for communities to provide service for citizens. Party organizations at grass-roots level as the governance base for CPC and the bridge between the party and citizens can bring important breakthrough for solving this problem.The ‘Zero Distance Method’ created by Wuxi Shuixiu Community with a pragmatic and innovative features, provides valuable experience for consolidating grass-roots party building and contacting people, adapting to the needs of community management. On the basis of researching on community management practice at home and abroad, this thesis analyzes the effect of community party building on community management with ‘Zero Distance Method’ of Wuxi Shuixiu Community as the example by the method of field research, interview and information collection. Then the thesis proposes the insufficiency and countermeasures of the method, and then briefly describes the necessity of party building for community management.In the community management of, party organizations at grass-roots level should play the role of contacting people, serving people, solving conflicts and expressing aspirations. To win the support, party organizations must consolidate people by effective carriers, ensuring fine interaction between party building and community management. Through research in Wuxi Shuixiu Community, the author analyzes the features of ‘Zero Distance Method’, summarizes its characteristics and advantages. But ‘Zero Distance Method’ still has weaknesses in community management. Based on interviews on the staff, community leaders and citizens, the author points out the problems of this method in the aspects of institutions and residents. Then the author puts forward the proposals for improving this method.In the end, the thesis puts forward countermeasures and suggestions for improving the ‘Zero Distance Method’. Firstly, the method should establish community and community management module settings, strengthen community party building cohesion, and promote the integration of community management grids to solve the problem of insufficient coverage. And it needs to enhance the community’s capacity for self-government and promote the socialization of party work. Secondly, the method should build the unified platform and improve the resident volunteer service model by resource integration and service fairness to solve the problem of weak service initiatives. Thirdly, the method should refine the mechanism of party building and community management, make discarding and innovations, upgrade its theory connotation and theory logic to better promote the method itself according the new situation and the new requirements of community party work.System innovation should be paid full attention to further expand and upgrade the ‘Zero Distance Method’. In the practice, we establish long-efficiency mechanism, focus on the revision of related regulations, and fix useful practices to ensure the scientific, standardized and normalized practice of ‘Zero Distance Method’.Facing the current situation, it is of great practical significance to promote the ‘Zero Distance Method’ based on the existing results to enhance the scientific level of community party building and community management.
