This thesis adopt system approach and comparative study method to research the reason of the flaw of local government and the system of regulation on procedure and supervision system.To find the feasible way of remediation and to know about the direction of reformation,author analysis regulations like <constitution><legislative law><rules of procedure of formulating regulation > and so on to point out flaw and reformation of procedure and supervision system.So,under the circumstance of lacking of judicial supervision and powerful execution it’s important to strengthen authority supervision and execution supervision to restrain legislative authority of government.Especially to provide the way of checking the rules of government by citizen.
